A cloth gaming pad is designed as a tracking surface: consistent weave, a rubber base that does not move, and a size chosen for how far you sweep the mouse. A leather or PU desk mat is designed to protect and tidy a desk, and mice track on it adequately rather than well. If aim matters, buy the cloth pad. If the desk is the point, buy the mat and accept slightly less consistent tracking.
Both go under the mouse and both make a desk look intentional. They are engineered for different jobs, and mouse sensors care about that more than people expect.

You play games where aim matters, or your mouse tracks inconsistently on the bare desk. The desk itself matters.
