A portable monitor is a display and nothing else: one cable, no latency, no software, no battery to manage. A tablet is a computer that can pretend to be a display, which means some latency, a software dependency and a battery, but it is also a tablet the rest of the time. If you already own the tablet, try that first. If you are buying either from scratch, the monitor is cheaper and better at the job.
Both put a second screen next to a laptop. One is a monitor that happens to be thin, and one is a computer running software that draws your desktop, and those are meaningfully different experiences.

A portable USB-C monitor connects with a single cable that carries video and power, appears instantly as a normal display, and has no lag, no pairing and no software. At around fifteen inches it also gives you noticeably more working area than a tablet. Check two things before buying: that your laptop's USB-C port supports DisplayPort alt mode, since not all do, and how much power the monitor draws from that port, because a hungry monitor on a laptop running on battery drains it quickly. You already own the tablet.
